AnnotationThis paper describes how 'evidence-based policy-making' was used to introduce reference based pricing (RBP) to the Drugs Benefit Program for older people in British Columbia. RBP is a new reimbursement policy for existing drugs, based on both direct and indirect evidence of their comparative effectiveness. The complexity of and rapidity with which RPB was introduced, and the contrasts between processes for new and existing drugs provide insights into the difficulties of applying the idea of direct evidence-based policy-making in practice.
