AnnotationResearchers and policy makers interested in the needs of frail elderly people in community and institutional settings have had limited success in forming policy based on empirical evidence. This paper outlines the virtues of the Minimum Data Set (MDS) series of instruments: multiple uses for different audiences (e.g. care provision, funding and quality improvement), and their validity and reliability. As implementation of the MDS begins in Canada, concerns such as confidentiality and access to data need to be considered.
