AnnotationIn the debate on the current and future funding arrangements for long term care, little attention has been given to the issue of actual costs of care - particularly for those who come under the 'preserved rights' system of income support funding, which has been superseded by the NHS and Community Care Act 1990. The survey conducted in eleven local authority areas examined the frequency, source and type of enquiries about 'preserved rights', and the problem of meeting the shortfall between 'preserved rights' limits and residential care and nursing home charges.
