AnnotationThis briefing paper expresses concern that because of financial pressures on local authorities and the discretionary nature of direct payments, they may well be offered only to people in very limited circumstances or not at all by some authorities. Age Concern's comments relate to service issues (covering points about consultation, assessment and information), and financial issues (cost effectiveness, charging, financial monitoring and repayments). Guidance states that local authorities which choose to offer direct payments will need to do so within their existing resources - which would be severely limited, as there would be extra costs involved in monitoring and setting up administrative systems.
