AnnotationThe contribution that safe, affordable and suitable housing can make to community care has now been fully recognised, and the involvement of housing authorities in joint planning is regarded as a key element in promoting community care. This study reveals that further progress depends on the integration of assessment procedures, a systematic recording of need, the development of 'independent living' performance indicators, and recognition of the importance of location. Resource constraints and reductions in expenditure in the mid 1990s has led to the concentration of people with specific needs in particular areas. Consequently, strategic planning for housing and community care has not yet embraced notions of 'independent' or 'integrated living'.
