AnnotationThis document sets out a checklist of five principles against which good regulations and their enforcement should be measured: transparency, accountability, targeting, consistency, and proportionality. Seven main policy objectives justify regulation, chief of which is protecting and enhancing the rights and liberties of all citizens. The document lists ways in which policy objectives can be achieved without recourse to state regulation; however, tests of good regulation should be applied, with the aim of directing regulation. (RH).
