Annotation | The principal objective of the NHS (National Health Service) ought to be to maximise the aggregate improvement in the health status of the whole community. In his article, Culyer argues that the practical problem at all levels of the NHS is the ability to apply consistent and acceptable principles to answer questions as to which, for whom, and what conditions should services be available - for which some sort of measurement is required. Harris argues that the principle objective of the NHS should be to protect the life and health of each citizen impartially and to offer beneficial health care on the basis of individual need. |
