AnnotationIn rural areas, the limited availability of public transport and the increasing geographic concentration of many service outlets, pose serious difficulties for social service client groups with low levels of car ownership. This paper considers the transport needs of older and disabled people and carers in the largely rural district of Tewkesbury. It also establishes the range of transport potentially available to them, whether in the statutory, commercial, or voluntary sectors. A holistic approach is advocated, both in researching such a need and provision and in the planning and management of strategies to improve accessibility. The paper considers whether provision should centrally co-ordinated along 'brokerage' lines, or whether decisions should be devolved to local managers.
