Annotation | This report examines the way in which incapacity benefit has operated over its first 22 months, concentrating on the elements that have changed, and based on evidence from Citizens' Advice Bureaux (CAB). Not only are the savings less than expected, but this report also points to widespread evidence of the anxiety, distress and pain caused by the operation of the All Work Test - concerns which are also reflected in Department of Social Security (DSS) research, and by the British Medical Association as to its operation. The CAB Service calls for the All Work Test to be replaced by a more work related and less stressful test of incapacity. |
