AnnotationThis report demonstrates the ways in which home care support and services are being rationed and the consequences of this for vulnerable clients and their carers. It examines rationing assessments, restricting service provision, and charging for domiciliary services, and concludes that community care is falling far short of objectives outlined in the White paper, `Caring for people'. Excessive targeting of scarce resources on those in greatest need is leading to inadequate preventative measures in terms of support services in the community for both carers and care users, which may result in more costly remedies becoming necessary. There is an economic as well as a social imperative for ensuring that resourcing of community care is adequate to ensure its principles are met.
