Annotation | Although progress has been made with community care changes since 1993, according to the Audit Commission, this document suggests that local authorities need to continue building on this. It concentrates on assessment procedures, developing budget planning, planning and controlling expenditure, and developing commissioning. Attention is drawn to conditions under which authorities spend the special transitional grant (STG). Extensive use is made of graphs to illustrate points such as prices paid and net costs to local authorities for independent nursing and residential homes. |
