Annotation | This is the second in a series of six articles discussing the imminent reforms in primary care. The 1996 White paper, 'Choice and opportunity', offers scope for a wide range of new organisations to enter the market for NHS primary care. If the new law is implemented, it will sweep away many of the existing legislative, budgetary, and procedural barriers to innovation, initially through a range of pilot schemes. This article looks at reasons for change and the risks of change; and whether the mechanisms for monitoring, regulation and evaluation are able to deliver. |
