AnnotationThis White Paper sets out the Government's proposals for changes in the structure and future role of social service departments in terms of their accountability and regulation. The proposals suggest that the private sector and voluntary organisations will take over responsibility for delivery of services to old people, such as work with families and carers, residential care, and care for people in their own homes. Other sections relate to changes in regulation which the proposals entail, the implications for expenditure, and services for children.
