Annotation	This policy statement follows up the consultation paper of the same title (Cm 3242) published in May 1996. It outlines the Government's intentions for financing long-term care of older people, through a partnership scheme based on indemnity insurance and including immediate needs annuities, and through making the pension schemes more flexible.
