Annotation | The issue of charging users for day and domiciliary care services has generated much debate within local authorities, and nationally, amongst campaign organisations, academics and the media. This article examines the powers for charging under Section 17 of the Health and Social Services and Social Security Adjudications (HASSASSA) Act 1983, and the variable and widely differing assumptions made by authorities concerning ability to pay. |
