 — Norway and the Scandinavian solution

AnnotationUsing routine data, surveys, and data from a local area study, this article describes the long-term care (LTC) sector in Norway. Some comparisons with Denmark and Sweden are also presented, as the Scandinavian system is typified by tax-financed formal care, providing a highly decentralised public service. The stages of development in Norway since 1955 - establishing the basic LTC structure, expansion and reorganisation - are discussed. The current system is characterised by well-staffed, small institutional units integrated with home care, with high turnover rate in nursing homes, reflecting the interchange with the home care system.
