Annotation | This report recommends a new framework for decision-making in the NHS, aimed at reconciling citizens' rights to appropriate health care with the need to manage scarce resources. It includes: a code of practice to guide rationing decisions; a National Health Commission to advise on the code; a prima facie right to appropriate health care on the basis of clinical need; procedural rights to ensure fair dealing between patients and providers; and citizens' juries to involve the public in decisions. |
