AnnotationMonitoring implementation of community care has mainly concentrated on procedural and systems changes as organisations struggled to meet the challenges of new legislation. The 'Shaping Our Lives' project aims to develop new quality standards based on the priorities and perceptions of service users. The author describes the project, and discusses some of the present approaches to quality measurement.
