Annotation | This paper takes as its starting point the growing crisis in the financing and delivery of welfare (defined as basic education, health care, pension provision and some sort of income 'safety net'). The author outlines the present system's drawbacks, and suggests a 'Personal Welfare Plan'. This would be a personal fund, enjoying substantial tax privileges, that each individual would be encouraged to set up on reaching the age of 18. Unlike present funds, it could be used for a range of qualifying purposes: pensions, healthcare, education, unemployment benefits, first-time home ownership, and care of dependent relatives. A 'core' level of benefit, available to all is suggested, which would be set at a level below which no one should be allowed to fall. |
