Annotation | The authors exhort the Labour Party to ensure that the state basic pension is resurrected as the foundation of security in old age for everyone, and that SERPS (State Earnings Related Pensions Scheme) must be restored as an adequate second pension. Funded schemes depend on the state of the market, in which no rate of pension entitlement can be guaranteed. Most European countries rely on a PAYG (pay-as-you-go) system, which can offer a comprehensive pension guarantee. |
