AnnotationServices for the different client groups have been affected in somewhat different ways by the implementation of the NHS and Community Care Act 1990. The introduction of care management has so far been established mostly in services for elderly and physically disabled people. Irrespective of user groups served, more respondents to the survey on which this Update reports believed that service quality had decreased (44%) than had increased (33%).
