Annotation | The NHS and Community Care Act 1990, section 46, and the guidance which followed, placed a legal duty on local authorities to consult with providers, service users and carers in the planning and delivery of services. This study is the first national research to look at what progress has been made to consult and involve older people with a visual impairment regarding the provision of personal social services. |
