AnnotationThere is growing evidence to suggest that the reforms brought in by the NHS and Community Care Act 1990 are failing, but that a culture of secrecy and conformity in health and social services prevents practitioners from openly speaking out on the subject. The authors selected a sample of practitioners from statutory, voluntary and private organisations, and invited them to talk freely about their experiences, under the protection of anonymity. The findings are presented as case studies, covering in turn the experience of general management, and managers and staff working with older people, people with learning disabilities, and mentally ill people. Fundamental weaknesses in policy revealed by the interviews are analysed, and the authors propose a positive and realistic alternative.
