Annotation | Social care policy needs root and branch reform at central and local government levels, which is the basis of 'From Cradle to Grave', this Community Care campaign. Social service and social welfare departments say that demand is outstripping resources, but incomplete and haphazardly collated information leads central government to deny this. Directors of social services and social work say what their priorities are.
