Annotation | These conclusions to the Colloquy, prepared by David Hobman as Rapporteur General, discuss the needs and rights of the elderly living in the community and how social services, support and social security can combine to fulfil these. Recommendations were made concerning: preparation for ageing; protection of vulnerable very old people; care structures; care establishments; planning and co-ordination by organisations and services; training; and housing. The Council of Europe has a role in international co-operation; it should ensure that the phenomenon of the ageing of Europe's populations, its effects, and the needs of the very old are fully taken into account in the work programmes of its various bodies. In addition, as part of that co-operative role, the Council of Europe should - with other international organisations - become more closely associated with European programmes of research into ageing and its causes.
