AnnotationThe Bill had the aim of establishing a special heating benefit to be known as the Cold Climate Allowance. Those eligible to claim would include those in receipt of Income Support, Housing Benefit, Family Credit or Basic State Pensions. The Allowance was to take account of the the severity of climate in different parts of the UK, assessed on long term average annual temperatures, and based on a scheme of variable payments based on the climatic zones specified in the Schedule. (RH).
