Annotation | Concerns are expressed as to the effectiveness of Sections 93 to 105 of the Transport Act 1985 and the Travel Schemes Regulations 1986, in helping older people to use public transport for access to services in their local communities. Age Concern England (ACE) recommends that local authorities should be offering travel concessions of at least 50% on published adult fares for all public transport within their boundaries to residents aged 60 and over. Moreover, eligibility for concessionary travel schemes should not be linked with plans to phase in the equalisation of the state pension age, rather they should be in line with qualifying ages in European Council Directive 79/7. (RH). |
