Annotation | The Working Party was set up to propose an All-Wales strategy for the development of integrated patterns of comprehensive community based and related hospital services for mentally handicapped people in Wales. Five sub-groups examined: elements of existing community based service, including the role of voluntary organisations; planning and management; staffing and training requirements; estimates of the number of patients in hospital who could be transferred to the community; and suggestions for schemes which could be implemented in the short term.
