AnnotationThe author considers whether plans for social services for presented in two White Papers will improve on the 1954 Phillips Committee's recommendations in "Economic and financial problems of the provision for old age" (Cmd 9333). These are: "A hospital plan for England and Wales" (Cmnd 1604; HMSO, 1962); and `Health and welfare: the development of community care' (Cmnd 1973; HMSO, 1963), which outlines a 10-year plan for the health and welfare services of local authorities in England and Wales. The author concludes that: a comprehensive welfare or family help service is required; special and sheltered housing provision for older and disabled people should be expanded; and old institutions must be closed, to reduce the need for residential homes, and to introduce rehabilitation and short-stay provision instead. Statistics are included, listed in local authority rank order of provision of home helps per 1000 population aged 65 and over in 1962. (OFFPRINT) (RH).
