AnnotationThis circular relates to proposals previously mentioned in the consultative document on housing policy (Cmnd 6851), its objective being to assist authorities to get better use of empty and under-used housing and advising on a range of measures. These measures are directed at: bringing into full use empty and under-occupied dwellings, whether or not owned by the local authority; and seeking to ensure that the accommodation people occupy more accurately reflects their housing requirements.
