Annotation | This paper sets out how the UK retirement system needs radical reform, to produce "a simplified and durable regime for the 21st century". Reasons for this are the impact of greater longevity, declining state pension adequacy, and under-saving or not saving at all. The objective of retirement reform is to re-engage employers and employees in long-term saving, to ensure "secure and decent retirement incomes", based on three principles: simplicity and clarity; affordability; and realism (meeting the real needs of consumers in later life). Also commented on is the Green Paper on reforming adult social care (i.e. 'Shaping the future of care together', TSO, 2009). (RH). |
