AnnotationThe report focuses on the right of people with disabilities to social protection. The Special Rapporteur seeks to provide guidance to States on the requirements to establish disability-inclusive social protection systems that promote active citizenship, social inclusion and community participation of people with disabilities, in conformity with the Convention on the Rights of Persons with Disabilities, while acknowledging the existing difficulties in implementation. Key elements for building disability-inclusive social protection systems include: legal and institutional frameworks; system design; disability benefits; targeting and eligibility; relevance of benefit packages; non-discrimination; accessibility; participation; and resource implications.
