AnnotationThis second report from the Commission for Social Care Inspection (CSCI) is based on evidence from the Commission's performance assessment and regulatory activities. It describes how far trends in social care have changed in 2005/06. It looks in more depth at these trends in relation to the role of commissioning and the support provided by unpaid carers. Part 1 of the report provides facts and figures: how much money has been spent by councils; trends in services and changes in the balance of residential and community care services; how far people are using direct payments; and the quality of regulated services in public, private and voluntary sectors and performance of council services. Part 2 focuses more on council activities, including the state of commissioning and how this is shaping and developing the local care market; and the state of carer support: how far councils have adopted a strategic and systematic approach to supporting carers.
