Annotation | This report examines the oversight of user choice and provider competition, where care users receive state funding as a personal budget (including direct payments) or use their own funds (as self-funders). The report evaluates the arrangements in place locally and at the national level for building market oversight capability. It finds that while the majority of users report a positive impact on their well-being from having personal budgets, a small minority feel worse off. However, users report very different levels of support and engagement across local authorities; and users find purchasing care difficult. Self-funders need to make well-informed decisions to avoid falling back on state funding, but they often feel unsupported. The financial problems faced by Southern Cross care homes show that Government needs further arrangements at a national and local level to protect users from provider failure.
