Annotation | The Care Act 2014 puts new legal responsibilities on local authorities in England, and requires them to cooperate with local partners to meet them. This report considers whether the Department of Health (DH) is carrying out Phase 1 of the Act in a way that is likely to achieve the government's objectives and be value for money. It focuses on the new duties to provide assessments and services to carers, and help for self-funders. The report notes local authority budgeted net spending on adult social care in 2014-15 was £14.4bn; however, the NAO estimates a fall of £1.1b in budgeted net spending on social care, 2010-11 to 2014-15. While £470m Care Act funding is £470m in 2015-16, the NAO estimates that Phase one of the Act will cost £2.5 billion to carry out from 2013-14 to 2019-20.
