Annotation | QualityWatch Focus On reports provide in-depth analysis of key topics. This report examines the scope and scale of cuts to spending on social services for older people in England from 2009/10 to 2012/13. Local authorities are responsible for providing publicly-funded social care; and this report uses the 2009/10 financial year as a baseline to track and describe s the scale and nature of reductions in publicly-funded social care for older adults in England that have occurred, partly the result of the Coalition Government's efforts to reduce public sector spending following the financial crisis of 2008. Whereas in 2009/10, spending on social care for older people in England was £10.6 billion, in 2012/13 this had fallen to £6.6 billion. The report comments on social care provision before 2010 and issues such as unmet need. It notes the impact of cuts to social care budgets for older adults since then, which have been implemented by tightening eligibility criteria or reducing the amount of provision, for example. It examines the impact of budget cuts on outcomes, notably on well-being, health services and quality of life. (RH). |
