Annotation | Considers how the recent modernisation of public services affects provision of state, voluntary and community services for older people living in rural areas. Drawing on interviews with people involved in developing and implementing policy, findings show that in England, where there has been a commitment to a customer citizen, policy at the local level has emphasised re-enablement, community development and individual responsibility. In Wales, where modernisation has focused on collaboration and citizenship, local policies have focused on service users and on engagement with the voluntary sector. (NH). |
