AnnotationThe recommendations in 'Fairer care funding', the report of the Commission on Funding of Care and Support chaired by Andrew Dilnot have received widespread support. The question is whether the government can find the resolve and the funding to deliver the reform required. Contributors to 'Delivering Dilnot' includes Lord Sutherland (chair of the Royal Commission on Long Term Care) and Paul Burstow MP (former Care Services Minister in the Coalition government), and the personal experiences of a carer and a pensioner. They consider the effects of a cap ranging from £50,000 to £100,000, and establish which pensioners would be affected. They propose that the Winter Fuel Payment should be linked to the Pension Credit; this would raise up to £1.5 billion a year, while protecting the poorest against cuts in their weekly income. A further annual pot of money, around £600 million, could be raised by establishing capital gains tax (CGT) at death. The report also examines what would be required for the private sector to deliver insurance products. Whatever happens, tough political decisions are needed, coupled with fair and sustainable funding. (RH).
