Annotation | This draft Care and Support Bill follows the Government's White Paper, 'Caring for our future: reforming care and support' (Cm 8378; TSO, 2012), which sets out a long term programme to reform care and support. If and when enacted, this Draft Bill will consolidate the provisions from more than twelve different Acts into one Act, and reform the way in which care and support law works, The Law Commission made such recommendations in its report on adult social care (May 2011). The Draft Bill places the well-being, needs and goals of people at the centre of the legislation. It provides a new focus on preventing and reducing needs, and putting people in control of their care and support. For the first time, it brings carers into the heart of the law, on a par with those for whom they care. It will modernise care and support law so that the system is built around people's needs; and clarify entitlements to care and support. It will support the broader needs of local communities as a whole, by giving them access to information and advice, and promoting prevention and earlier intervention to reduce dependency, rather than just meeting existing needs. The care and support system and processes will be simplified to provide the freedom and flexibility needed by local authorities and care professionals to innovate and achieve better results for people. Among other provisions are the establishment of Health Education England (HEE) and the Health Research Authority (HRA) as non-departmental public bodies (NDPBs).
