AnnotationThe current funding system for adult social care in England is unfair, unduly complex and not fit for purpose. In this report the Commission proposes a strong foundation on which to build reform of the social care system and one where no-one will be expected to lose all their savings and assets in order to fund often unexpected costs of care and support in later life. Key recommendations include capping of lifetime contributions to adult social care costs; increasing the threshold for means-tested support for residential care; fairer support for people with disabilities; fairer eligibility criteria for service entitlement; encouraging individuals to plan ahead for later life; development of an information and advice strategy; improved assessments for family carers; and the integration of adult social care with other services in the care and support system.
