AnnotationIn the last 15-20 years, policies on ageing and older people have dramatically risen up the public policy agenda in Scotland and elsewhere. This report offers a generally positive evaluation of how far a changing policy agenda and a more open, devolved political process have delivered change and improvement for older people in Scotland. First, the report sets out the public policy context for ageing and older people in Scotland, namely: demographics; the structure of devolution; the relationship of the Scottish Parliament to local government; and the change to a Scottish National Party (SNP) minority government in 2007. Next, the report focuses on key policy issues, starting with discussion of 'All our futures: planning for a Scotland with and ageing population', the Scottish Government strategy on ageing and older people. Policy in Scotland is discussed under six headings: equality for older people; free personal and nursing care; at-home services; fuel poverty; transport; and employment. These headings also illustrate how the policy structures previously discussed have helped deliver, or at times hampered, policy change. The report makes recommendations that might allow further progress into the second decade of devolution. (RH).
