AnnotationChanges in public service governance since the 1980s have led to changes in service delivery and the relationships between service providers and their users, and more broadly between the state and citizens. By the end of the 21st century, participation has supposedly become official policy in respect of local government and the NHS. The authors examine whether initiatives around participation and user involvement can be considered as contributing to the creation of a more just society. They discuss the relevance to this of the principles of local knowledge and local representation. They assess how the situation of carers and people with mental health problems has benefited from user involvement initiatives. (RH).
