Annotation | Commissioning is not only about procedures and processes: it offers an opportunity to transform people's lives through better services. The development of individualised and personalised services is a key theme of current public policy. The White Paper, 'Our health, our care, our say' set out a vision for integrated services and makes personalised care a priority. The seminar looked at: why commissioning is the key to delivering personalised social care; the qualities valued by service users; emerging issues from personalised social care from the Individual Budget (IB) pilots; barriers to commissioning; and lessons from the commercial sector.
