AnnotationThe Conservative and Liberal Democrat coalition government present its programme for partnership government. A foreword by David Cameron and Nick Clegg, Prime Minister and Deputy Prime Minister, gives their priorities on the economy, political and public service reform, and encouraging social responsibility through a "Big Society". The document outlines proposals on 31 policy areas (three of which are of particular interest) from banking to universities and further education. First, on pensions and older people: people deserve dignity and respect in old age, and should be provided with the support they need, for example, by restoring the earnings link for the basic state pension from April 2011; phasing out the default retirement age; protecting the winter fuel allowance, free TV licences, free bus travel, and free eye tests and prescriptions; and simplifying the rules and regulations relating to pensions. Second, on social care and disability, there is belief that people needing care deserve to be treated with dignity and respect; also an understanding of the urgency to reform the social care system, giving individuals and their carers more control and easing the cost burden. The importance of direct payments and personal budgets is acknowledged. A commission on long-term care, to report within a year, is proposed. Third, there is a commitment to a National Health Service (NHS) that is free at the point of use and available to everyone based on need, not the ability to pay. Among the greater detail given for this policy area are that older people will be helped to live at home for longer through solutions such as home adaptations and community support programmes; and dementia research will be prioritised within the health research and development budget.
