Annotation | The Chronically Sick and Disabled Persons Act 1970 was a landmark piece of legislation: for the first time, Parliament recognised the concept of rights for disabled people. As part of this 5-page special, the architect of the Act, Alf Morris, describes to Vern Pitt how he overcame opposition to reform. In the view of another contributor, Ed Mitchell, the legislation was not drafted tightly enough. While discrimination persists, subsequent legislation such as the Community Care (Direct Payments) Act 1996 has contributed to progress. (RH). |
