Annotation | Help the Aged supports all schemes and service changes which result in improved outcomes for older people and their carers, and strongly agrees that the central focus most always be whether the support available to older people meets their needs. This policy statement summarises the development of direct payments and individual budgets, but comments that they have not proved to be popular with older people. It looks at the positive aspects of personal budgets (PBs) such as the emphasis on personal well-being. Among drawbacks highlighted are complexity, lack of information, the shortage of personal assistants (PAs), and reservations on the part of professionals. (RH). |
