Annotation | The Green Paper, 'Shaping the future of care together' (Cm 7673) was finally published in July 2009. Although it seeks to present a broad vision for the future, it is undoubtedly the proposals for the funding of long-term care and support for older people that will preoccupy the majority. This article notes that five funding options were considered in advance of the Green paper: pay for yourself; partnership; insurance; comprehensive; and tax funded. However, only three of these have survived, the first being ruled out on grounds of impracticality and unpredictability, and the last on the argument that it would place a heavy burden on people of working age. The author comments on the debate, noting the reviews by Audit Scotland and by Lord Sutherland: neither concluded that the Scottish model of free personal care could not be sustained. She suggests a national care system funded not by national insurance contributions but accessed through taxation as a "national right". (RH). |
