AnnotationCounsel and Care's national survey of local authority care charging and eligibility criteria 2007 notes that since its first survey in 2006, for most older people needing care and support, that fewer are receiving services and charges are increasing: there is a widening "care gap". Four main issues are identified. First, a "triple lottery" for home care services based on where someone lives, how the local authority applies eligibility criteria for services, and the authority's charging policy. Second, higher eligibility thresholds mean fewer people receive services. Third, there are higher charges in some areas, and older people have to pay up to £326 per week towards their domiciliary care costs. Lastly, there is a corresponding restriction in local authority funding for care homes. (RH).
