Annotation | This paper reports on the evidence submitted to the CSCI review via an online survey and through written evidence. The review asked for views on the current arrangements for Fair Access to Care (FACS), and on what might be done in the short and long term term to improve eligibility arrangements for social care support. Although there was support for FACS as "an appropriate framework", other views expressed were: lack of transparency and fairness; dominance of budgetary considerations; variations in professional judgement; and neglect of the prevention and inclusion agendas. Proposals for interim change included: better information; more consistent implementation; more sensitive assessment; and improved support for self-funders. On longer term change, proposals include: transparency of entitlement; an outcomes-based framework; alignment with the personalisation agenda; prevention and partnership; and reappraising national and local responsibilities. The evidence provides strong support for analysis in the authors' previous report, 'Lost to the system', that too many people are left out of a system which tens to support only those with substantial or critical needs.
