AnnotationFair Access to Care Services (facs) criteria have been used in England since 2003 to provide a consistent level of need of applicants for care services. However, a number of local authorities have altered the FACS bands they apply, usually making the threshold higher. This investigation looks into the effect of using different FACS bands on services delivered. It uses social care statistics (mostly for 2006/07) from CIPFA, PAF performance data, FACS bands information from CSCI, and NHS hospital episodes data. Three aspects are considered: differences between authority expenditure on the older population as a whole; differences in provision of services to older clients; and changes within a single authority over time.
